Why were the police chasing him into a public area with people? Obviously he's to blame for the deaths but I'd like to know why a high speed chase was deeemed necessary and if the police considered the parade at all.

Hopefully they weren't using the parade cause they thought it would slow him down.

DC is very progressive with bond. We did away with money bonds in 1990. But the court's Pretrial Services Agency strictly monitors released defendants unless they are just on PR. There are levels of release pending trial like halfway house, ankle bracelet, specific orders like regular drug testing, stay-away orders from people or locations, drug programs, etc. People under supervision have to check in with their PSA officer regularly. If defendants violate release condition or get rearrested the judge is notified and usually there is a hearing to see if their release conditions should eb increased or revoked.

BUT DC has Preventive Detention where there is NO bond. Murder and a few other violent offenses qualify.
