Maybe there is a bright side to Mueller not having charged many people and not having charged even those who were charged with all the crimes they had actually committed. Trump can pardon them for certain crimes now but, once the full report, unredacted, and all the collected material is released to the new AG, there will be a whole slate of new crimes, some state-level, that can be charged. I don't believe a pardon that says "I pardon you of all crimes you might have ever committed" would stand up. Without the specific crimes laid out or charged, they won't be able to pardon them.
