I read and speak Japanese and those look like Japanese fonts to me. But that is also obviously the chyron of a tabloid or unreliable newspaper. About Kim Yo, that’s one of those things where something is impossible until it isn’t, like Obama. But I wouldn’t be surprised if they find some random male that isn’t as qualified as she is and put him in as a figurehead.
