Federal regulation prohibits boarding a passenger who is visibly intoxicated and from providing them any additional alcohol if they become intoxicated onboard.

Sounds like blaming to me, r14. Sometimes it can be hard to gauge whether or not a complete stranger is drunk or just weird. The key word in that federal regulation is "visibly".

They did cut him off eventually and he was arrested after they landed. I'm not sure what else you expected them to do.
