It's called "Herr Schmidt und Herr Friedrich", I caught it on tv many many years ago, it's a bittersweet story about two gays from east/west Germany... here is a trailer of the film, actually it's the first 3 mins I believe.

It was, but I cannot find a single store selling it. If the movie is very dear to you, have it shipped to wherever you live and then bring it to a VHS-to-DVD (or mp4/mov file) converter near you. There are plenty of people offering this for a small fee. You can just google "VHS to DVD" or "VHS to mp4" + "Town", and you should find someone that can do that for you.
