The article says, "Naomi requested in the will that the musician, 76, have “full authority and discretion” over any property that is an asset to her estate “without the approval of any court” or permission from any beneficiary of the estate."
The daughters are likely beneficiaries. My mother was executor of my father's will, my sister executor and sole trustee of my mother's estate. My other sisters and I were beneficiaries of mom's will. Spouses are often executors.
She must have trusted him to do the right thing by her daughters. With such a large estate it's surprising she didn't leave some cash for them right away. The husband bears some watching by Ashley and Wynonna though, to be sure he doesn't spend it all.

As someone else noted, it's hard to tell what the real story is, since the article reads like it was written by someone who doesn't speak English. It's not surprising that her husband was named executor, but it sounds as if he gets the discretion as to how to distribute (or not) things that that her daughters might rightly believe belong to the family, not just Naomi.
I'll bet Naomi wasn't in the ground before he changed the locks & hid anything of worth or considered memorabilia.

This actually makes sense - Wynonna is not a good businesswoman. Despite her talent as a singer, she is not interested in the business aspect of the music industry, If she wasn't famous, she would be happy playing honkey-tonks the rest if her life

It's not unusual for the spouse to be sole beneficiary. If no other beneficiaries are names in case her husband predeceased her, heirship would follow the succession laws of the state. Usually to children, grandchildren, then to siblings, parents, aunts, uncles, cousins - it depends on the state.

Country music isn't a big-paying field, I mean it's going to pay more than any real job these people could ever get, but not enough to both live high and pay out all the expenses necessary to keep a music career going. So if Winona has been living too high, and a lot of performers do believe they need to live big and look successful to keep their careers afloat then yes. It's possible she's the inheritance very badly.
As for Ashley, she must have earned very good money for about ten years, but well. Not a lot more money coming out of Hollywood.

There are so many ways to transfer assets upon death outside of a will. For example, life insurance policies. Or joint ownership of assets. Real estate, bank accounts, vehicles, and investments can all pass this way. No probate is necessary to transfer ownership of the property.

I am not sure about Tennessee law, but many states' laws require that children from a prior relationship receive 50% of the estate of a deceased parent. The surviving spouse gets the other 50%. If TN has such a law, Strickland gets half and the daughters split the other half. Law supersedes wills.

Wynonna had just as many solo hits as she did as part of the Judds. Even after the hits stopped she toured and did other projects regularly. Naomi really didn't work much. Ashley had a good run if not terribly long. At the end of the day I think they were not that far apart in individual net worth. So as is normal she left most of what she had to her husband. I doubt there's much left at this point.
