People who will never be stars no matter how much they work:
Toby Maguire: except for when he was Spider-Man, no one cared about him; it's amazing he got so many roles. His career is as inexplicable as Penelope Ann Miller's during the early 90s. Also, he has squirrelly little manboy syndrome (SLMS) i.e. will never look like a grown man until he's in his 60s and then it's too late, like Mickey Rooney.
Joseph Gordon-Levitt, Giovanni Ribisi, Ben Foster: All SLMS sufferers.
Tom Holland, Daniel Radcliffe: no, not quite SLMS. Why? Because they have the added advantage of being cute and adorable. Both could probably become stars in light comedies. Radcliffe is already primed for his own sitcom; it's bound to happen.
Jeremy Renner: decent actor, not nearly handsome enough or interesting enough to be a star; should NEVER be cast as a leading man. Needs loads more charisma before he can hold the screen on his own.
Joel Edgerton: see Jeremy Renner.
Sam Worthington: utterly forgettable, always get him confused with Jai Courtney

You're right he's a talented actor but he not a movie star. You can be one or the other and rarely is there someone who is both. Paul Newman comes to mind, A terrific actor with 10 Oscar nominations with a win and an Honorary, and a true movie star.

Look up Oscar Isaac's filmography. Fact: He has appeared in hit films, but always in a supporting role. As his latest starring role in The Card Counter highlights, he can't carry a film to save his life.
His best regarded starring turn was in Inside Llewyn Davis nearly 10 years ago, and he was upstaged by a cat.

I can't speak for the fate of his career, but I've got to disagree with you about the physical appeal of Tobey Maguire. He has grown into those sexy fucking eyes. Unlike Leo, whose looks declined from the late 90s/early 00's man child (even as his career took off).
Mark Ruffalo is hotter than Oscar Isaac, and is a bigger star, but gets less interesting roles.
Isaac needs to find a director who will write and cast him for specific ensemble roles. He'd be a good Woody Allen actor, if Allen weren't old toast. Like Leo and Scorsese.

A big part of this (sole opinion) is that many of the under-40 actors have no interest in being “movie stars” because it’s become too easily confused with being a celebrity. Any of the names above would be horrified by being plopped down on the same plane as Kardashians or Big Brother contestants.
Also, look at the self-consciously meaningful films being made. Many actors seek to make the big bucks, of course, but there hasn’t been so much talk about art since the 1970s. And what a dreary bunch many of them turned out to be. Once they won their Oscars and made their pile, that is.

I thought he was the best part of Dune; even without reading the book & knowing the whole backstory, you can tell that Duke Leto knows he's fucked by Isaac's hangdog expression and he brings real gravitas during his fairly brief time on screen. He also had good chemistry with Timmy and seemed like he could be his father. So I think he's a good actor, but maybe has bad taste in projects
