The problem is to take proportion and muscle sculpting into account of one's training program. A trainer can help you with that if the client asked for it. For tall people, it takes a lot more effort to get a decent muscle growth in the legs. And yeah, a great deal of people focus on upper body strenght and muscle definition. I mean, if you think about muscle flexing the first image that comes to mind would be a guy flexing his arm to show off his biceps. Legs do seem less important for a lot of people and are mostly trained through cardio.
