As soon as a leader says they are not running for re-election, their power starts ebbing away. Even if Biden has no intention of running, he would be a fool to say so.
On the other hand, if he does run and wins re-election, Biden will cement his legacy as one of the most remarkable figures ever to have held office. He may well go down in history as the man who rescued American democracy.

Kamala Harris will become president when Joe croaks, if not this term, then the second term (yes, Joe Biden will win the election if he is alive and runs again).
Other than that, I don't see a woman (whoever she might be, and definitely not Michelle Obama) winning the 2024 election - that is, I see it if and only if e.g. Joe dies the day before the election, or something like that, with Kamala as his vice president on the ticket. Only an extreme circumstance like that could actually make people go out and elect Harris in 2024, I think, with somebody else stepping in to join her on the ticket as her vice president the night before the election (tickets would still have Biden's name printed on them the day of the election, though, as there would be no time to change that).
Now, 2028 is a whole different ball game. Maybe a woman can run for president then and actually win.
Let's get through 2024 first.
