"I won" is a strategy, even if he knows he lost.
(1) He wants to run in 2024, against Biden or Harris.
(2) "I won" means he has a reason to block the transition and fuck up the start of the Biden administration (to some degree).
(3) Many of his 73 million voters/supporters are happy he's blocking the transition. I read one comment on the National Review website that said Biden has NO RIGHT to any information prior to inauguration. He's not the president now, he's just a regular citizen. (That's how much they hate Biden/Harris.) So Trump probably won't be penalized by his voters if he continues to misbehave like this.

They fought so hard to figure it out, and couldnât.
