I think a lot of people forget or don't realize that almost all the states that have been called already are still counting. The difference is the margins are so clear there's no doubt who won the state. What's so maddening about the remaining states is the razor thin margins

In other words, I think it also includes civilians who live overseas. That tends to be a totally different demographic, plus they don't know how many of them will actually be returned by the deadline tomorrow anyway.

I think he'll be talked out of running in 2024. But the direction of the GOP is going to depend a lot on the personality of whoever takes over. The current Romney running it has no personality and is too much of a Trump ass-kisser - as long as she's in charge, it's the Trump party. The GOP needs an authority figure who can run the party and firmly deal with Trump's temper tantrums.
