R12, in the United States elections are run by each of the 50 states. Some states count mail in and in-person early voting as it comes in. Some states do not begin counting until Election Day.
It all depends on the state. Florida, for instance, has been counting all along. We'll find out immediately when the polls close where we stand as we wait for the rest.

R12, some states (including FL) start counting early. They just don't report anything until polls close on election day. But no one reports results until the polls close in their state on election day.

Pennsylvania starts counting all the Mail-in ballots tomorrow morning. Election officials have said that it could take 3 or 4 days to count them all because there are so many. So whatever the PA results show on Tuesday night will just be in-person voting and will not include all the (largely Democratic) mail-in results. And any ballots received after November 3rd are going to be counted separately because Dump is going to challenge those in the Supreme Court.

Joy has a bad habit of saying whatever pops into her mind. For example, when Trump cancelled his party at his DC hotel, she said he doesn’t want to besmirch the property with a loss party. Total speculation treated as useful information. There’s a fine line between responsible opinion journalism and veering off into Fox News-type disinformation. Most of the MSNBC hosts have an innate recognition of the need to restrain themselves. Not Joy.

Opinions by TV news channel hosts need to be grounded in reality. The logical explanation is that Trump moved the party because the DC government had jurisdiction over the hotel and would enforce social distancing rules. That’s a responsible opinion to present as an explanation. Joy could also have prefaced her statement with some indication that it was wild speculation. But to simply state it as a fact is crossing the fine line I mentioned
