This sounds like a bit of a whitewash of the rumored role Markus is said to play at Soho, that of a pimp. It was also said to be where/how she met Inskip, a friend of Harry, who warned him away from seeing her as wife material.

While some rumors point to designer Misha Nonoo as the matchmaker (Markle's close friend, Nonoo was, until recently, married to Alexander Gilkes, a friend of Princes William and Harry), it has also been reported that Anderson, who apparently knows the Prince socially, set the pair up in May of 2016.

Apparently the scam is to wait until April to lodge the 2nd round of planning permissions, and then it gets accounted in the next fiscal year, and thereby masking the true scale of the total costs. That's why they didn't do everything at once. Could bring the total cost up to 4 million pounds. They could have just bought a huge country pile for that sum, but then they wouldn't have been able to bill that to the UK taxpayer.
