I watched the video and read multiple accounts. In the video the woman holding the camera says the employee could have told them to register. They didn't know. It was a mistake. The woman with the gun, Ruby Howell, acknowledges this was an option, tells them to leave and then she puts her gun away. It appears that her concern was that they hadn't registered. She does not offer them to help register or apologise for the misunderstanding. She doesn't raise any other concerns about her interaction with them. All she knew was they were two unregistered people with a pet and she pulled a gun. The dog is calm throughout the video. She doesn't flinch at the adults or the dog as they speak and she leans in towards them. It does not appear that she finds their demeanour threatening. As she gains more information about them, she seems less threatened. It appears to me that she started out with an assumption of threat.
