FIFA is one of the most corrupt organizations on the planet (Next to the IOC funnily enough) so they'd likely side with him in a heartbeat if the bribe was big enough. But I don't get how that statement is saying they're ready to move the games. They're just saying security at them is obviously a matter for the US local and national governments.

FIFA and the IOC are corrupt enough to go along with anything, but time is a limiting factor. Even if Trump wanted the Olympics to be held in a red state and bribed/coerced the IOC to agree, there simply isn't the time for any such city to prepare.
Moving some world cup matches from Boston is much easier. I don't think it will happen but it's at least possible.

The FIFA World Cup isn't awarded to cities, it's awarded to countries and it's up to the countries' authorities in which cities the matches are held.

FIFA doesn't decide on the cities. The stadiums and cities have to fulfil certain FIFA standards, but it's not as though a country is awarded the World Cup and then FIFA decides which cities are going to be hosts. For example, if England were ever selected, FIFA might express its opinions and say it prefers Wembley for the final, but it's up to the local football authorities in partnership with the local and national government, who will have to provide security, transport, etc. to make the decision on which cities will host the matches. FIFA doesn't say "we want you to choose Manchester but not Birmingham".
