I was just reminded of it when I saw Lance Hendrickson's name pop up in movie credits. It had a very X-Files vibe.

No. It was made by the same people. X Files had a narrative that was more Roswell and little green men — sci-fi. Millennium was more book of revelation — horror.
But the two series did end up connecting eventually. Millennium got canceled after three seasons, and Chris Carter made an episode on X Files to cap off Frank Black’s story.

I remember it being fairly ahead of its time. Was that the show where an episode revolved around the bombing of the World Trade Center, and it aired two years before the real event?

It felt so dark I was disturbed by it. It really seemed to be the first hint of what was to come post-9/11. Like Idiocracy, it was not only ahead of its time, it appears to have a 'Hot-To" manual.
