The armed forces have had a terrible time recruiting over the last 40 years, save a brief surge in enrollments around the time of 9/11 and after.

They had to arrange for acting commanders at their base. Flying halfway around the world is never "a nice break." The whole thing is a huge headache for them.

R170 Travel arrangements are almost always made as round-trip flights, paid at the time of booking. And even during a shutdown, the Department of DEFENSE would authorize the expenditures as critical to national security. It's pretty important to have our field commanders actually out in the field.
Some of them can hitch a ride on a military transport already going in their direction, but they can't easily commandeer a plane just to transport a few people. That would be an egregious abuse of power and resources. They'll fly commercial.
And no, R172, the military's leadership doesn't simply call up a plane. It's a few hundred people. The DoD has a handful of blue-and-white jets for command staff stationed around the world, but not enough for everyone to have their own plane. That would be a ridiculous amount of aircraft.
