So, then what's the motivation? Is it that Kirk was a MAGA who had some position that the shooter disagreed with - "You're not MAGA enough." Or was shooter trying to start a backlash against Dems/liberals/progressives, knowing that it would happen? Something personal about Kirk? Or none of it and he's just damaged and wanted to make a statement and he had access in this situation.
