This is different from federally funded SS protection - this is local, Los Angeles police protection. I can't blame the residents for objecting to footing the bill on this (for any former elected official). I wouldn't want my city doing this. (If she reimbursed the city out of her own pocket, then that's a different story).

Former VPs. their spouse, and children under 16 are provided with courtesy secret service protection for 6 months after leaving office. It's been eight months. The duration can be extended if the Director of Homeland Security feels there is a clear and present danger to that person's life, which there apparently is not.

It's highly unlikely that Harris asked for LAPD protection. I think it was Newson who originally offered to take over her protection. And Harris probably has no problem providing for her own security. She doesn't seem like the kind of person who goes around trying to get stuff for free. (Unlike a certain other individual, who need not be named).
