Why is this a thing and why is it necessary? Other than perv nudists wanting to force the general public to see their nasty ass naked bodies and genitals? Seriously, why are they compelled to do these things in all these cities? If they REALLY wanted to ride bikes while naked, why not take over rent a big park or country estate someplace? That way they could ride and walk around and camp naked etc.
