You don't want blue states absorbing other blue states so we lose Senate seats.
There's a reason we have all these dumb mid/western states with tiny populations...the Republicans forced them through into statehood just to grab more Senate seats back in the late 19th/early 20th century.
There's really no reason for there to be a North AND South Dakota. Wyoming should have just been part of Colorado. Montana and Wyoming could have just been one big state.

Maine was originally part of Massachusetts. West Virginia was originally part of Virginia. Kentucky was originally part of North Carolina. There is a historical basis for each of Rhode Island and Vermont being separate. The one outlier is two Dakotas—that was a pure power play by a Republican-controlled Congress.

Many of the 13 original colonies claimed the land to west of them all the way to the Mississippi River, they were forced to give up their western claims to that land shortly after Independence.

South Carolina should be downgraded to territorial status. When you secede from the United States first and trigger a civil war, you don't deserve statehood. A simple merger with neighboring North Carolina or Georgia would make those states less politically competitive, so that's not an option.

I would leave the original 13 colonies (except NY) alone. Merge MT & WY as one state, and the two Dakotas as another. Turn AK back to a territory. Warn NM, WV, AL, MS, and AR that if they don’t get their economies growing and become more self-sufficient they could also lose statehood status and made territories or merged with a more economically stable state(s). Puerto Rico would be offered statehood or independence, no more territory. CA, TX, FL, and NY would be divided into smaller states with an eye on remaining somewhat self-sufficient. .

Which would contradict the entire political and social history of the USA (except for reuniting a single Dakota).
A much simpler approach: Congress has full plenary power over the number of representatives. Just increase the number from 435 to account for a much larger population. The current number is unchanged from pre-WW One (other than a temporary increase as Alaska and Hawaii were admitted in 1959).

Since Republicans will never agree to DC becoming a state, I think that DC should be returned to Maryland, DC originally was a square with the southern part taken from Virginia and the part north of the Potomac taken from Maryland, eventually the Virginia part was returned to Virginia even though some of the land houses federal facilities. The same could be done with the northern part of DC, they would finally have a voting representative in congress and access to two Senators. Doing so would mean one or two more Democratic Congressmen from Maryland.
