What's truly stupid about the entire office-attire thing as it relates to this issue: Men tend to run warmer than women in general. But our office culture requires males to be covered up 100% except for faces and hands, while women show up to work in July and August wearing scoop tops and bare arms and bare legs up above the knees. Then the overdressed men who were already running warm complain it's too hot, and the underdressed women who were already running cold complain it's too cold.
So glad I work from home!

I’m a man who is very uncomfortably cold in air conditioned homes & public buildings. It has to be very hot & humid for me to put on my AC.

I believe anemia is also quite prevalent in women due to their monthly bleedies, which further screws with circulation.

Lower calories in and/or calorie restriction; hormones; thin clothing and fabrics; clothes with less coverage over all as discussed; less body hair; not until menopause do you get the "running hot" thing. Depending on age, some women also are not as mobile or active and those women tend to stay cold too.

A dehumidifier can suck moisture out of air and make high temp settings seem quite cool. Talk to office manager, for Pete's sake. Plus, menopause symptoms are real.

Hypothyroidism also makes you cold all the time and that is becoming more and more common every year. So the chubs who are always freezing probably are for that reason. Underweight women will be cold all the time because of low body fat. And the rest can probably be blamed on anemia, which is also incredibly common with women.
