Flash Flood Danger for NYC and Northeast

NYT:
A large portion of the Mid-Atlantic and the Northeast was under threat of flash flooding on Monday as a sluggish storm moved east, unleashing showers and thunderstorms from the Ohio Valley to the East Coast.
Forecasters warned of the risk of intense rainfall in several places, including New York City, Philadelphia and Washington, D.C. Localized totals over five inches “certainly seems plausible,” forecasters said Monday afternoon.
Flash flood watches were in effect from North Carolina to New York. A watch means conditions are favorable for severe weather, and a warning is issued once an event is occurring, or about to.
Forecasters said the system’s slow speed and the presence of unusually hot and humid air were contributing to the high flood risk, particularly along the Interstate 95 corridor from Washington to northern New Jersey.
“The concern is one storm will follow another, after another, and multiple rounds over areas that can’t handle that much rain, all falling in a short amount of time,” said Joseph Wegman, a meteorologist with the Weather Prediction Center.

Not sure anyone was laughing at a flood killing teenage girls.
Some people did note that their parents repeatedly rejected several offers of help to prepare for situations like that.
Others noted that the President they undoubtedly voted for has slashed funds for FEMA - even demonizing it - right when his core constituency needs it most.
But no one laughed.

The difference between Texas and the Northeast, if this is what our Trumpian OP is getting at, is that in the northeast, people pay attention to warnings and try to use their federal and state money to avoid disasters.

Flash flood warnings are commonplace in this region. The predicted rainfall i is unlikely to approach NC or TX levels. Fallen trees and tree limbs are more likely problems..

My concern in my NYC neighborhood is when there is more than one inch of rain an hour, then the sewer drain under my home leading to the street sewers becomes bottled necked and the water starts to rise into my basement. Based on the weather radar I just looked at we will probably get at least one inch of rain tonight, possibly more, so I;m going to be monitoring in the vent I hear gurgling in the basement, which will mean the draining is become overwhelmed.
The problem in certain rural areas is the hills and valleys and where rain water begins to accumulate after a couple of hours and produces rivers.

Wall Street didn’t flood. The subway and the tunnels in lower Manhattan flooded.
Chelsea west of 10th Ave was inundated by high tides.

We had a month's worth of rain (between 70-80 mm) in a few hours up here, north of the border, on the weekend. Flooded basements, some streets. I think the Metro was okay. But we always get one like this right around now. The worst I remember was July 14th, 1987. A sunken expressway looked like a canal.
The worst is sewer backup.
