America has always allowed everyone, even illegals, to use basic healthcare services through programs like health centers and Head Start for kids. Health centers were very instrumental in getting vaccines out to everyone during the pandemic (and the standard vaccines too).
Now RFK Jr has banned illegals from using these basic services, so they will crowd the ERs and drive up healthcare costs….
