Yes, this is a real thing — and there have been many videos and articles over the years. The "artist" has told journalists it's not anything inappropriate, but rather a form of "interactive art."

How many of you have a Kevin Carpet story?
For those of you that have no fucking idea what I'm talking about, Kevin Carpet is a staple of the NYC underground nightlife scene who has spent the past 20+ years at raves, goth/industrial parties, and other events rolling himself up in a carpet, usually in a doorway, so that unsuspecting people step on him as they pass.
Yes, I know what you're thinking. Obviously it's a weird fetish thing. But he would swear up and down that it wasn't but instead a performance art. According to him he's even received a grant from the government for it.
I honestly forgot about his existence until I received a message from him last year asking to participate in our first Sailor Moon rave. Of course he wanted to do his "performance art" at an event full of cosplays in short skirts. I politely declined.
Years ago when I first started raving I thought his presence was novel and hilarious. Now I find it to be off-putting and rather creepy. I'm not kink shaming. I'm happy for people who discover what they like and are able to enjoy that thing. What I can't condone is someone who essentially forces people to participate in his kink without their consent or even knowledge that it's happening. I have friends who were teenagers when they first stepped on Kevin Carpet that can't help but feel uncomfortable when they look back on it now as adults.
