Actually the parliamentarian had tossed out the plan where Alaska (and Hawaii) got a special deal on Medicaid. So they had to figure out something else.

The House & the Senate should both have just said no to bundling all this stuff into one bill. Lots of them opposed parts of it but they had to vote all or nothing.
