Actually the parliamentarian had tossed out the plan where Alaska (and Hawaii) got a special deal on Medicaid. So they had to figure out something else.

I think Susan Collins had to vote no. The hospital system in rural areas in Maine are a mess and maternity wards shutting down all over the state. Women in labor might have to travel 100s of miles to the closest hospital maternity ward.

Can we ban multi-topic bills in the US congress?? I know some state governments bills can't be epic multi-issue bills. One can't conceivably support most/all in any bill-- so it becomes coercive and full of pork.

Murkowski did a favor by voting for a bill she hates so that her fellow “moderate,” Collins, could harmlessly vote against it.
