If you financially incentivise 'impressions' (ie clicks) on tweets, you'll always get some who will post with those numbers in mind.

That's why it's a short statement. Everyone has time to read it. It's designed to rile people up, retweet, click, reply, etc. It's also why she isn't responding. There's no need... you just drop the bomb and run off. Job done.
