Garter Knighthoods are handed out by the monarch, that's a personal honor that they alone control - no government input. I believe that the Thistle and Bath orders are also at their discretion.
UK KBEs, such as Beckham received, are decided by an Honours Committee. The monarch then hands them out. I may be wrong, but the monarch or PoW may sit on this Committee? and therefore have some sway with it.

I don’t have any respect for the honours system. Too many retired political lackeys and sometimes very questionable big donors to political parties. Top honours are very rarely given to people who have actually given something to society.

Prince Edward, Duke of Edinburgh was most recently given the hereditary peerage of Earl of Forfar by the late QEII in 2019 on the occasion of his birthday. The last non-royal hereditary peerage was given in 1984 to Prime Minister Harold Macmillan who became the 1st Earl of Stockton (his grandson is the 2nd/current Earl). Hereditary peers may no longer sit in the House of Lords, but there is no absolute prohibition in creating hereditary peerages that I am aware of. That said, it is no longer a common practice (particularly for non-royals).
