A majority of Republicans probably didn't read the bill before they followed orders.

My tinfoil hat theory is that since Donald has broken it off with Elmo, he's putting the word out that he's going to fund primary challengers to a lot of Republicans. After all, he is crazy and infantile enough to try that. Maybe some of them like Cro-Marge are getting nervous.
