Grant proposals for all manner of tech, climate, health etc research are submitted to govt agencies as well as private non profits. I was part of all this in my faculty appointments at two very well known universities. I also sit on the board of a private granting foundation focused on metabolic and artificial (intravenous) feeding. Writing grant proposals and receiving or winning the grant is a highly competitive process- as it should be. 75% of all effective cancer treatments have derived from NIH funding- some of it to Harvard.
