She would have won if there was a full roster of nominees, which is why she doesn’t get shit for that win. That was a historic and definitive performance.
It’s not like when Vicki Lawrence won her only Emmy against Cloris Leachman in a Telly Savalas variety special. Cloris also already had about 25 Emmy’s at this point and probably didn’t give a shit.

I have an even bigger scoop for you, OP.
A decade earlier in 1985, there were no awards given for Best Actor in a Musical nor Best Actress in a musical.
Mary Beth Peil (Anna in "The King and I") was nominated in Featured Actress in a Musical.
Yul Brynner won a Special Tony Award, instead.
Ron Richardson and Daniel Jenkins (Jim and Huck Finn in "Big River") were nominated in Featured Actor in a Musical, with Richardson winning.
