Was he a Dem in a red or a blue state? Is the governor of his state a Democrat or a Republican? Can they just appoint someone until the next term elections?

Purple State, Virginia. His district is Deep Blue.
The Governor is Glenn Youngkin, a Republican.
There will be a special election, so voters will choose.
The problem is: he's the third House Democrat to die this year who was just relected/elected.
Rep. Sylvester Turner of Texas died on March 4, and Rep. Raul Grijalva of Arizona died on March 13.
