It's a mix. It's visually very striking, but it's over the top.

One of the big secondary villains in the first season, the "Minnesota Shrike" is supposed to be a pipefitter, but he lives in a grand suburban mansion for no clear reason. (In the original novel where he appears, he lives in an apartment.) And the elaborate tableaux all the serial killers pose their victims in just get more elaborate and ridiculous.

Mads Mikkelsen is suitably creepy, but as Dr. Lecter he just can't equal Anthony Hopkins, whose performance was so insinuating.
