They're all equally odious in that all of them are unfit for the positions they hold.
They've been hired for their fealty to Trump and his ability to manipulate them, not for their administrative or executive skills.

I'm going to go with Kristi Noem, for the torture porn pictures, which are some of the most heinous and grotesque images I have ever seen, in any context. But Andrew Sullivan said it better:

Maybe I’m subconsciously misogynistic because Noem, Leavitt and Bondi repulse me most of all. Especially Bondi as she’s supposed to be the attorney general and uphold law and order. What a sick joke. Flawed it always has been, but America is truly over now and it’s never coming back, and that’s a hard reality with a dark, bleak future that I’m still trying to process.

For me, the sound of Leavitt's voice makes my blood boil, but followed very closely by Bondi.
