His approval has always been in the 40's. But that has been enough (due to geography, gerrymandering, the electoral college, voter suppression laws, etc.). Unless and until, it gets below 40%, the poll numbers are meaningless.

He is losing people on the economy which, of course, he lied extravagantly about during the campaign, claiming he'd bring "prices down" on "day one" The people that voted for him, fools that they are, believed him and now they are getting progressively pissed off. He's also struggling with his promise to deport lots of criminals and brown people. He's also stepping on his own tiny mushroom dick by dismantling the government and punishing people who (stupidly) thought he was going to punish others.
He's failed at everything in his life except conning people into believing he was a successful intelligent business man. He was never any of those things.

Yeah no - it's a hopeful indicator (assuming you're anti-Trump), but this is not yet a plunge. And it's eight points *higher* than Trump 1.0 at this time.
For comparison here's where Gallup found the President's approval rating on April 1 (two weeks away from this evening) for the past several US presidential terms:

Trump 40% (Apr 2017)
Obama 48% (Apr 2013)

The plan is to put a patio where the grassy area is. You've seen how when there's a speech there, all the folding chairs are placed on the grass, and when there's not chairs there, it's just grass. Not only is it not insane, it has made sense for a long time to put a hard surface in that space to be used for the outdoor events that are held there.
