Hooded eyes means the upper eyelid is obscured by one's brow so that most of the upper eyelid is not visible when their eyes are open. Sydney Sweeney and Elijah Wood do not have this feature—their eyes are more round/downturned, similar to someone like Courtney Love. People with rounder/downturned eyes are often described as having "sad"-looking eyes; hooded eyes aren't like this at all.
