This is pure speculation based on limited, anecdotal data, and is not FUD trolling:

I think DL would be more active and more would be willing to pay if we had a clear moderation policy/guidelines and more consistent enforcement. Other forums have done VPN blocks, which I think would help DL, too. Self-moderation has reached its limits and there's times when this place is simple not viable as a discussion platform.
