A cat owner knows the cat is extremely content and even happy. The slow blinking is confirmation of this. It's a cat's love language.
That being said, this is extremely unusual. I wonder if the cat is part Russian Blue? But even that breed isn't known to be this docile.
I find this lady lovely; the cat clearly gives her joy and seems to recognize this, even if she is indulging her.
