When I was a kid in the 70s, Westmoreland County was where a lot of Pittsburgh workers lived and housing was in demand. The school districts were decent, the local government was mostly Democratic, and things were good.

R32 Most of it really isn't "northeast."
Philadelphia, Baltimore and DC have some historical connections to the Northeast and could logistically be grouped in with "the Northeast."
There was an interesting article in the last few years that mapped out the US based not on exact state boundaries but on the cultural groups that settled them. Most of PA outside of Philadelphia was settled by Germans from very conservative, strict German religious backgrounds (Anabaptists, Brethren, plus Amish/Mennonite variations). So much of PA is culturally more similar to the South.
