R17: Nebraska only allocates 2 electoral votes to the statewide winner. The remaining 3 electoral votes are award to the winner of each of the 3 congressional districts. Obama won the Omaha District in 2008 and Biden won it in 2020. Harris is likely going to win it in November. Plus, Dan Osborne is the Independent candidate for Senate in NE against the GOP incumbent with no Dem in the race. He's a labor union independent. There's strategy in spending in Nebraska.
