Russian technocrat Pavel Durov, founder of Telegram, arrested in France
Think of him as the Elon Musk of Russia...and I hope that with Elon's current legal issues in Europe, he is sweating right now.
Durov founded VK, which is the Russian version of Facebook, as well as the encrypted messaging app Telegram, where all sorts of unmoderated nefarious activity goes on - recruitment of terrorists, drug trafficking, crimes against children, money laundering, etc. Apparently he was arrested for not cooperating with French security forces, but the story is still developing.

Putin had seized control of his first company. He fled Russia to set up Telegram outside of Russia. In 2020, Putin lifts the ban on Telegram in Russia and the Russian government becomes a heavy user. But so do critics of the war, independent reporters on the war, the Ukrainians, and challengers to Putin like Pirgozhin who broadcast his rebellion on Telegram.
It’s not difficult to imagine that Putin reconsiders the 2020 deal and insists on a “renegotiation.” Whatever Putin wants is unacceptable to Durov and he tries to meet with Putin but is rebuffed then immediately flies into the custody of the French government.

No, he's always been a citizen. He left Russia in 2014, aged 29, after selling his stake in VKontakte. And he claimed publicly that he hadn't returned to Russia since then. But now there are receipts showing that he actually did visit Russia at least 50 times(!) since then. Proof was also provided that the Russian government has been trying to gain access, unsuccessfully, to its data and that the app may be banned by the Russian government because they don't have control of it.
