I ASKED what I am missing for a reason BECAUSE I do not like to watch videos like that. There is enough death and ugliness I stumble across online by accident without needing to welcome it into my brain. I read a description of what happened to her on CNN's website and they make no mention of the cops telling her to turn off the water. That is what I was asking about what am I missing.
"In the footage, deputy Sean Grayson and another deputy speak calmly with Massey in her home when she goes to the stove to turn off a pot of boiling water. Priests who commit sexual abuse and are transplanted still have standing in the Church; they are not in any sense 'spurious' (meaning not genuine or authentic, counterfeit). Police recruitment is usually done locally, although it differs by state.
The Federal Government has nothing to do with hiring officers, unless they are with the Secret Service, the FBI and the CIA which are Federal Agencies.
Sheriffs and State Deputies are hired by each state, through a central recruiting office in the state capitol. And each state has its own hiring rules.
Even worse, City and County police are hired locally by the city or town government recruiting office, which means that you could get some yokel doing the hiring, with LOTS of input by the top cop.
That's why in Southern cities and towns you get a lot of redneck cops who hire their friends, family, and other "like minded" individuals.
In small Southern towns, it wouldn't be unusual to see an all white police force in charge of a majority black community.
In this particular case, this is rural Illinois, so again, the hiring was probably done by some small human resources office run by the town, which is why he got past the background checks.
The US has a population of over 330,000,000 people, and there's no way the Federal Government could do the hiring for cops nationally.
It has to be left up to the states, cities, and counties.

R85, this might be how things are done where you’re from and it is the case that states have state-hired and employed highway patrolmen who mainly police highways and interstates.
What you’re not correct about is the sheriff and police forces. The vast majority of county sheriffs in the U.S. are elected officials who run in a county specific election and are solely responsible for the hiring and policies of their respective local departments, as long as those policies don’t break state law.
Policemen are hired by the police chief which is hired or appointed by either a city manager or the town council, in a few places I think this is an elected position but it’s not common, depending on which of the two main styles of city governance the municipality prescribes to.

R82 Fuck you. I said “depending on where you lived” and I never brought race into it. OF COURSE POC have always had it rough with the police. The police were not as crazed, hostile, trigger happy, far right, THEN as they are NOW. It was a big deal when a cop had to use their weapon. Some police never fired their weapons in their entire career before. That’s a fact. White people can’t trust them.

Agreed; even without seeing the shooting, you felt so bad for this woman. She clearly had some mental health issues, so instead of diffusing the situation & trying to calm her down, he acts aggressive & confrontational. And let's just assume that she did intend to throw the water at them - she appears to be at enough of a distance that at most, it would've splashed their feet & ankles. And I agree with the poster who said he was just looking for a reason to blow her head off & however lame, the pot of water gave him one.
I recall at the time of the George Floyd killing, there were numerous stories about how hard it is to get rid of bad cops. And given how this guy showed up multiple places, they did try to get rid of him, but he just got hired someplace else.

R92, law enforcement agencies are usually jealous of their power, have personal and longstanding animosity towards their neighboring agencies, and in general don’t communicate well.
They don’t call up the department twenty miles away to see why they let this applicant go because they don’t like the other agency, think anyone who didn’t work out there must be a good guy because those guys are idiots, or don’t want the other agency to know that we’re so desperate we’re thinking about hiring their cast-offs.
