According to leaks, the Congressional Black Caucus is going to bat for Biden to remain

And several people are pointing out the oddness of the CBC preventing a black woman from assuming the frontrunner role for nominee (and possibly President if Biden is forced out now). Especially since Biden has never been popular with Blacks and now has the lowest share of Black voters in pre-election polls in modern Democratic. history.

But then again, these are leaks. Leaks are often subterfuge.

So the way I see it, the CBC is actually doing the opposite. They want Kamala Harris in the Presidency and given the nomination with little fuss.

Replacing Biden with Harris makes the most sense from a "minimum amount of drama" perspective as she would have access to the funds raised. It's in keeping of the Democratic Party's preference of giving the nomination to the person whose "turn" it is and avoiding vigorous and healthy debate. There also has been a retreat from Gretchen Whitmer and Gavin Newsom in visibility over the past two days.

So the way I see it, Kamala will assume the Presidency within the next two weeks; immediately institute policies to correct unpopular positions like the border or the foreign wars, there will be a relatively drama free convention and everyone will just cross their fingers and hope that Mrs. Harris's relative youth (59 to Trump's 77), easygoing charm and high meme-ability make her a suitable alternative for people who do not want to reelect Trump, which is many.

I give it a one and three shot of working. Still much better than Biden's odds which are now 1 in 100.

I will add, this will not work if Biden is forced out via the 25th Amendment. Then another nominee will have to be found because Kamala will be the one who will have to initiate if it is not done voluntarily by the President.

It’s not odd OP. Black voters continue to be the most practical voters in America because we get the shit end of the stick when things go south.

The Black caucus, and Harris, understand that winning is more important than optics. Harris is young enough to run in 2028 if she wants the big chair. Seeing how Biden’s been acting, he may croak before his second term ends. The odds on in Harris’ favor for a promotion.

But, this election is about winning with a relatively bad hand. It’s not about getting the first black/Asian woman into the Oval Office.

The CBC members are in safe districts, so won’t be personally affected. They may be more resigned to the likelihood of Democrats losing the White House than their white peers, and so see no reason to make a drastic and ultimately ineffective change.

The addition of Kamala Harris to the ticket in 2020 was the CBC flexing its muscle by getting South Carolina for Biden. There's no reason to see why they would stop flexing that muscle.

The CBC only has power if they threaten to use it. They must use it in this instance because they win even if Harris loses (still likely) because if they DON'T use it, then people won't take them seriously in the future when they threaten something.

The NATO Summit is going on now until Thursday. If Biden agrees to go, then he will resign - not just drop out, but resign - on Friday July 12. Mrs. Harris will need to Presidency in order for her to make a case that she is an acceptable commander and chief.

If Biden refuses - and there is a very good chance he will refuse - they will begin the process of the 25th Amendment.

Summary of Section 4 Process:

1. Initiation of Declaration: • The Vice President and a majority of the principal officers of the executive departments (or another body designated by Congress) must agree that the President is unable to discharge the powers and duties of the office. • They provide a written declaration to the President pro tempore of the Senate and the Speaker of the House of Representatives.

2. Vice President Assumes Duties: • Upon transmission of the written declaration, the Vice President immediately assumes the powers and duties of the office as Acting President.

3. President’s Response: • The President can resume the powers and duties of the office by sending a written declaration to the President pro tempore of the Senate and the Speaker of the House stating that no inability exists.

4. Challenge by Vice President and Officers: • If the Vice President and a majority of the principal officers of the executive departments (or another body designated by Congress) still believe the President is unable to discharge the powers and duties of the office, they have four days to submit a written declaration to the contrary.

5. Congressional Decision: • Congress must convene within 48 hours if not in session. • Congress has 21 days to decide the issue. • If two-thirds of both Houses of Congress vote that the President is unable to discharge the powers and duties of the office, the Vice President continues as Acting President. • If Congress does not reach a two-thirds majority, the President resumes the powers and duties of the office.

Section 4 is designed to address situations where the President cannot or will not declare their own incapacity, providing a method to ensure the executive branch remains functional and effective.

The CBC is NOT resigned to losing the White House and that's why they want Biden in the race. Harris is the female Obama, Dump's team of retards is salivating over the dog-whistles they could blow to rally their base if Harris is top of the ticket. Old white men are unassailable, women and Black people will be picked apart. Also, Biden helps downticket races more than Harris. If Dump can beat HRC he can beat Harris.

Even now, they want to signal that Biden cannot last a whole term so a vote for him is a vote for Harris to succeed him in a year.

CBC are traditionally very loyal. Many held off supporting Obama over Hillary until their constituents started threatening to vote them out of office. They will be the last group to abandon Biden unless again their constituents put pressure on them.

I agree that someday the specially carved out districts for black Americans will be a thing of the past. At some point, black Americans need to focus on winning in white majority Congressional districts. Black governors, senators, and Obama have proven that black Americans can win when the majority of the electorate is white (or at least not black).

This is the part to be concerned about - the downballot races.

Biden cannot stay on the ballot because of the downballot races. Reps cannot say "We support our looney tunes President" whose approval will probably go down into the 20s if he stays on the ballot and his condition progresses - which it can, very fast. So fast he may not be able to campaign the last stretch.

Furthermore, the discrediting of Biden - who could be completely senile by November - would engender the Republicans to point out to moderates how inept the Democrats are that they are forced to defend an indefensible old man, and naturally they would moderate their positions at the Senate and House level to draw in moderates. It could potentially create a landslide House with many swing district Democrats eliminated.

There is really very little that can be done at this point. Either Harris replaces Biden soon or the convention goes on with an ailing Biden and a landslide loss gives Trump the Presidency. The situation is so bad that it would have been better if we had lost in 2020.
