“Disordered, unprepared migration experiences and sociocultural homelessness increase the risk of addiction and psychosis,” she said.

“Sex is also a means of venting frustration and anger, a means of warding off sadness and emptiness, and in a group of men with the same fate it also creates identity and strengthens the group feeling.”

Saimeh is a respected expert witness in Germany. She didn't say these things to justify what the perpetrators did (none in the community of forensic psychiatrists and psychologists would do that), but to give an explanation for the psychological, social psychological, and situational dynamic that led to the crime. Trying to explain a crime does not equal approving it. Forensic psychiatric or psychological witnesses during a trial are usually asked to investigate whether the accused were mentally impaired to a significant degree during the crime.

That said, these situations as described in OP are wonky idiosyncrasies of the German penal code and system, but please notice that there was outrage among Germans as well. This is not normal and it shouldn't be.

With regard to the perpetrators. Well, they are assholes, but juvenile sentences are relatively short. (And with reason since, criminologically speaking, many of them desist from further criminality with time and changed circumstances.)

R14, no, these expert witnesses are there to answer specific questions the judges have. Also, understanding what drove rapists to commit their crimes might help to take preventative measures for the future. Whether it's making the victim feel better or not is immaterial. The crime happened, there's nothing that can change that. In an inquisitorial justice system, the judge's job is to find out what happened, why and how, and whether the accused party was guilty of a crime.
