Unlikely to see Brooke Bundy back as her character of Rebecca North is dead.
However, Patty Weaver can return as Trish Clayton is still alive.
Can also bring back Rick Hearst to play Trish's son Scotty Banning, the grandson of Julie.
Can also bring back Tracy Bregman as Donna Craig. Although Donna didn't have any connection to Doug, maybe she can say she is there to represent her father, Don Craig.
Can also bring back Denise Alexander as Susan Martin Peters is still alive and Susan certainly was a major part of the Julie-Doug romance.
Show could also introduce the adult character of Dougie LeClair, the biological child of Doug Williams and Rebecca North. Dougie was raised by Robert LeClair, Doug Williams best friend.

Julie and Susan were best friends. Julie and David were in love. David thought that Julie no longer loved him. Susan was upset about her parents divorce. They slept together and Susan got pregnant. Susan wanted an abortion, but Dr. Tom talked her out of it and she and David married to give the baby a name.
The plan was to end the marriage after the baby was born and the child would be put out for adoption. After the birth Susan saw the baby and wanted to keep it. Not wanting the child to grow up in a broken home, she wouldn't give David a divorce. This pissed off Julie who began sleeping with David and started scheming against Susan.
Because of an accident, Susan and David's baby died. Susan blamed David, went crazy, and shot him. Meanwhile, Julie was pregnant with David's child and turned bitter, thus the Julie/Susan feud began.
Julie interfered in Susan's relationship with Scott Banning, by seducing and marrying him. Julie also interfered in Susan's relationship with Bill Horton. Up until that point Susan was the good girl and Julie was the bad girl.
Pissed that Julie had ruined her chances for a family with Scott and baby Brad (later David), Susan hired con man Doug Williams to romance Julie. The truth is Julie didn't really love Scott, she just used him to get her baby back, Susan knew this but couldn't prove it.
Basically for more current viewers, Julie was the OG Sami Brady.

Baby Dickie fell from a swing and died while Julie and David sat on a park bench. God I remember being like 7 years old and my Mother watching the show and being upset. She adored Denise Alexander. Denise Alexander was one of the most popular characters on Days for many years. She was so popular that GH lured her away with, at the time, with one of the biggest contracts for a soap opera actor ever. After Denise left, the replacement Susan never really caught on and by that time Julie was the #1 most popular on the show. I think Julie, by that time had gone through, Scott Banning, Bob Anderson, Don Craig, and several others. Doug was with Julie's mother's Addie.

Several times in the early 90s, Julie mentioned Steven Olson's son Spencer. We'd never heard of Spencer before but several references in just a few weeks led many to believe they were about to bring the Spencer character to Salem. However, that never happened and Spencer had never been mentioned since then.

Technically Neil has never died (unless I missed a throwaway comment sometime) but his portrayer died years ago. Much like Don Craig, who was last seen going to mail a letter, Neil Curtis ceased to exist after going to do rounds at the hospital.
I always find it so disrespectful to the actors and the audience when they drop a long time character without explanation or acknowledgement of their departure.

Are you sure that Joseph Gallison has died? I can't find an obit for him.
I don't recall ever hearing that he died.He was born in 1935 and would be 89 this year.
Last I recall hearing was that he had moved to North Carolina to retire near Wilmington. There is a decent sized community of industry professionals living in Wilmington thanks to film studios being located there -- Dawson's Creek and One Tree Hill both filmed in Wilmington.

At some point you have to assume. For instance Tommy Horton has never "died" on screen and to the best of my knowledge it's never been acknowledged on the show (correct me if I'm wrong). It makes sense that Marie is still around since she was only about 5 years older than Julie when the show began.
