I'm familiar with this case. In fairness, the area where he hit the homeless man was under construction (they were burying a storm drain canal along the street where this happened), which had displaced an encampment of hundreds of homeless people wandering up and down the street, amassing in the shopping center lot where this happened, and it was a total mess (and in fact, the landlord of that shopping center bears some of the responsibility here for failing to plan for the construction, failing to work with the contractor who was doing the work, refused to deal with the homeless problem on their property and this was neither the first nor the last incident involving homeless people wandering in traffic on and near their property). There were barricades and Jersey-style barriers all along the area, and traffic moves at far too fast a clip on that road. The article mentions that he left "bars" at 2:00am, but note that it specifically does not mention nor even allege that he was drunk. And yes, the privilege of wealth exists in the Coachella Valley.
I'm surprised that the sentence is so light, but not shocked. And he did plead guilty to a felony, so it's pretty clear that the prosecutor and judge felt that this was a difficult case and it was in the public's interest to plea it out and move on.

Because of that, the man was left alone to die in agony by the side of a road.

Someone I know had to pay over 2K and have their license revoked for a year because they were found to be drunk when pulled over for a broken tail light.
