For example, if you're mostly attracted to guys that are an certain ethnicity or skin tone is it fetishism or simply what I'm attracted to? Some guys have very specific needs in order to get off or they may be attracted to a particular body part. What's the line between exploiting someone or just plain getting off?

There's a difference between merely being attracted to someone (or something) and something being necessary to get off....
e.g. just liking a guy's feet is one thing, preferring jerking off to guys' feet to regular sex is a foot fetish

The term "fetish" is by definition applied to an object, including body parts.
Therefore, the line between fetish and attraction is when you objectify something achieve sexual gratification through it.
Think of it this way: it's the difference between "talking at someone" and "talking with" someone.
Ask yourself, are there two people there or just one person and the object of their desire?

I woukd say that attraction talks about the human being. You can be attracted to a soldier and also think he looks good in uniform. When you're getting all hot and bothered for every idiot no matter what he looks like just for the uniform or pass on hot guys because they're not wearing one, it's fetishism.

A fetish refers to a thing divorced from the traditional areas of sexual attraction - face, torso, arms, legs, genitalia and buttocks
For example no one has a penis fetish or a men’s chest fetish because you are supposed to be sexually gratified by that
It can be a body part other than the ones I listed (for example, feet), it can be a persona (“master/slave”), it can be a costume (leather) or accessory (rope) or it can be an abstract concept (humiliation)
