I've seen this many times. I've purchased $10 or $20 worth of candies to help out. I don't eat the stuff, I take it to the office and leave it in the company break room. They're always gone before the end of the day.

Yes, R6, I've been to LA twice in the past three years and didn't see this. Years ago I was in San Diego and took the tram to Tijuana. I was there about 10 minutes. The poverty and the children begging were too disturbing.

I'm not misremembering shit r15 - poor mothers have been dragging their kids around on trains begging for the entire time I have lived here, both because the kids get more sympathy than adults do (because human being suck) and because they are poor mothers and have to have their children with them. 30 years ago I crossed the bridge from Nuevo Laredo to Laredo at 11:30 pm and there was a tiny little girl selling candy. I felt so sad for her.
