This is likely the case. In my fraternity, we told pledges repeatedly for months that they needed to be prepared to perform a certain illegal act as part of initiation. It was all a joke, but I can see how in today’s world, some nervous freshmen could run to the law claiming we did such things and we were forcing him to engage in it.
