I'm going to assume that the OP is serious and concerned. I remember the same thing happening to me as a tween/teen. Not sure if it was before or during puberty (which was probably unrelated). The peeling was as you described (very thin layer). There was no pain and the skin underneath was normal (not raw or red as far as I cam remember). I was alarmed, but too embarrassed to tell my parents. Never happened again. I still have no idea of the cause.
